She also represents Egypt as the OECD National Expert for Higher Education and Innovation, a role she has held since February 2023.
In December 2016, Dr. Zaki became the first female founder and executive director of a business incubator in Egypt, establishing the FEPS Business Incubator at Cairo University. Under her leadership, the incubator has supported over 46,000 Egyptian youth and graduated 87 startups that operate in both local and regional markets. She also holds an international IP certificate for the "SI-Lab" project.

Since January 2020, she has been leading the UN Women–UNIDO Joint Programme, “Women’s Economic Empowerment for Inclusive and Sustainable Growth” (Rabeha), implemented in partnership with the National Council for Women, the Ministry of Trade and Industry, and MSMEDA, with support from Global Affairs Canada. She also manages projects within the economic empowerment portfolio focusing on gender-responsive budgeting, improving rural women’s access to markets, and enhancing women’s employability. From 2017 to 2019, Nora served as Gender Advisor for the Aswan Skills Development Programme (ASDP), implemented by the Aga Khan Development Network (AKDN) in Aswan, Egypt. In this role, she developed gender analysis tools and led capacity-building initiatives for local stakeholders and project staff on gender mainstreaming in skills development programs.
